Notice of Race Amendments

Amendment # 1
Notice of Race paragraph 8.7 is amended to read: "A limited number of additional tickets for the Barbecue ($20) and the Banquet ($30) will be available."

Amendment # 2
The SCHEDULE is amended for the Regatta period. (Follow the link for details.)


Notice of Race


1. Dates: August 25- 29, 2008

2. Organizing Authority
The Association québécoise de voile adaptée and the Pointe Claire Yacht Club

3. Venue
Pointe Claire Yacht Club 1 Cartier Avenue Pointe Claire, Québec H9S 4H9. Racing will take place on Lac St. Louis, adjacent to the club.

4. Rules

4.1
The regatta will be governed by the rules as defined in the Racing Rules of Sailing including the prescriptions of the Canadian Yachting Association and the Martin 16 Class Rules.

4.2
The following prescriptions of the CYA will apply: 61.2, 68 and the preamble to Appendix F.

4.3
The duties of the sailing companion are changed for participants in the Silver Fleet and will be described in the Sailing Instructions. This changes Martin 16 Class Rule 6.2.2.

4.4
If there is a conflict between languages, the English text will prevail.

4.5
All races will be sailed in Martin 16´s.

4.6
All participating boats must carry third party liability insurance to the value of at least $1,000,000 CDN. Proof of insurance must be provided to the organizing prior to the practice race.

5. Advertising
The regatta is classified Category C in accordance with rule 79.

6. Eligibility

6.1
The Mobility Cup is a regatta for sailors with a disability. Sailors with a disability, of all ages and skill levels are encouraged to participate. Examples of disabilities include quadriplegia, paraplegia, hemiplegia, multiple sclerosis, cerebral palsy etc.

6.2
Sailors must indicate the nature of their disability on the entry form. In case of dispute the Organizing Authority will be the sole arbitrator of eligibility.

7. Entries

7.1
The maximum number of entries will be 25 in the Gold fleet and 25 in the Silver fleet. It is recommended that DSA´s respect the Mobility Cup Guidelines to give priority to sailors who have sailed three or fewer Mobility Cups in the previous four years. A waiting list of competitors will be established based on date and time of receipt of entries once the maximum number of entries has been received.

7.2
Competitors may enter the Mobility Cup by completing the on-line entry form and mailing a cheque for the entry fee to AQVA-Mobility Cup 35-2025 rue Quesnel Montreal, Quebec H3J 2K9.

7.3
Late entries received after August 4, 2008 may be accepted provided the maximum number of entries has not been reached.

7.4
Competitors shall indicate on the entry form whether they wish to race in Gold fleet or Silver fleet. Gold Fleet is recommended for experienced sailors who are comfortable in a racing fleet. Silver Fleet is recommended for less experienced or novice sailors who will sail with a companion.

7.5
Companions for the Silver fleet will be provided by the Organizing Authority and will be rotated on a daily basis. If a sailor feels that he has special needs which require that he sail with a specific companion he must justify this at the time of registration. The assignment of sailing companion will not be grounds for redress. This changes rule 62.1(a).

8. Fees

8.1
Entry fees are $175 CDN for each competitor. This includes the regatta package, breakfasts and lunches August 26-29, Tuesday night barbecue and Thursday night banquet.

8.2
A damage deposit of $200 CDN is required. Damage deposits may be forfeited from either or both parties in a collision causing damage and either or both parties may be required to post a further deposit in order to continue in the regatta. Please read the Mobility Cup 2008 Damage and Liability Policy.

8.3
Damage deposits will be returned to sailors who sail free of collisions causing damage.

8.4
Entries which are accepted by the Organizing Authority after August 4, 2008 will incur an additional late entry fee of $25 CDN.

8.5
Competitors withdrawing before August 16, 2008 will be refunded their entry fees, less a $50 CDN administrative fee. Competitors withdrawing after August 16, 2008 but before the close of on-site registration may be refunded 50 % of their registration at the discretion of the Organizing Authority. Competitors withdrawing after on-site registration closes on Monday August 25, 2008 will not receive any refund of entry fees.

8.6
Sailing Companions and other volunteers do not pay to attend, although they are required to pre-register. They will receive continental breakfasts and box lunches.

8.7

A limited number of additional tickets for the Barbecue ($15) and the Banquet ($25) will be available.

9. Schedule
Follow the SCHEDULE link to find detailed information for the week of August 24-29. Please check the page occasionally, keeping in mind the schedule is subject to change.

No warning signal will be made after 1545 on Friday, 29 August.

10. Boats and Equipment

10.1
Boats and equipment must comply with the class rules of the Martin 16 class.

10.2
Private owners of Martin 16's are encouraged to make their boats available for charter in the fleet in which they are not racing e.g. Gold fleet boats for Silver fleet charters.

10.3
Club or DSA owned Martin 16's may enter one sailor in Gold Fleet and one sailor in Silver Fleet for their first boat. For additional boats clubs and DSA´s may enter one sailor in either Gold or Silver Fleet and will make the boat available to charter sailors in the other fleet.

10.4
If any charter places are not filled by August 4, 2008 they will be first made available to sailors from the organization supplying the boats.

11. Boat Charters

11.1
Competitors requiring a charter boat must indicate this on their entry form.

11.2
The Organizing Authority will refer requests for charters to club and private owners (see NOR 10.3 & 10.4)

11.3
Entries requesting a charter boat received by the organizing authority after August 4, 2008 may not be accommodated.

11.4
Charterers are expected to work closely with boat owners in the care and maintenance of their boats.

12. Measurement
Martin 16 hulls and equipment will not be measured prior racing.

13. Sailing Instructions
Sailing instructions will be included in the sailor registration package available at Pointe Claire Yacht Club. A course diagram will be provided.

14. Assistive Devices

14.1
Competitors may use any assistive device permitted by the Martin 16 class rules.

14.2
A limited number of Martin 16 Autohelm/windlass systems may be available through the Organizing Authority. Competitors must request an Autohelm/Windlass on their entry form.

14.3
Failure of the organizing committee to supply an Autohelm/Windlass will not be grounds for redress. This changes rule 62.1(a)

15. Penalty System

15.1
Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

16. Scoring

16.1
Eight races are scheduled for the Gold fleet and eight for the Silver fleet.

16.2
One race in each fleet is required to be completed to constitute a series.

16.3
When five or more races have been completed, a boat´s series score will be the total of her race scores excluding her worse score.

17. Haul out Restrictions
Boats shall not be hauled out during the regatta except with the prior written permission of the race committee.

18. Prizes

18.1
Prizes will be awarded to the top five finishers in the Gold and Silver fleets.

18.2
The Mobility Cup will be presented to the winner of the Gold fleet.

18.3
The Coupe Dallaire will be presented to the winner of the Silver fleet.

18.4
The Sam Sullivan Trophy will be presented to the highest finishing competitor using sip& puff technology.

18.5
The Darin Tucker Sportsmanship Award will be presented to a sailor, selected by the Organizing Authority, displaying fair play and grace, respect for the sport and respect for fellow sailors.

19. Disclaimer of Liability
Competitors participate in the regatta entirely at there own risk. See Rule 4 Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to during or after the regatta.

22. Safety
Competitors shall wear life jackets or other adequate personal buoyancy devices at all times while on the dock and afloat. A whistle must be attached to every competitor´s life jacket unless an exemption is granted. In addition, every boat shall have a 5m x 7mm painter line attached to the bow eye with the free end of the line within easy reach of the skipper.

23. Medical
Medical service will be provided on site.

24. Accommodations
Information will be provided on the www.mobilitycup.org website.

25. Transportation
Transportation will be provided free of charge between the main event hotels and Pointe Claire Yacht Club. Competitors are responsible for their own transportation between the airport and their hotel however information re: adapted taxi service will be available on the website.
